Photo gives a mysterious impression to viewer windows with iron bars, hard stones around the door. And especially the cc camera on the upper left of photo.
To give such atmosphere photographer has selected good angle of view. sharpness is good. The similarity of sky color with wall stones are clever job.

Interesting story with the old-fashioned exterior contrasted with the new bulbs, also the security grates and cameras.
Lighting would be more dramatic if the lights were on, shooting at sunset, and/or using a long exposure (would need a filter and tripod).
